John Schlichter (the founder of OPM Experts LLC) was the leader of one of the largest enterprise-wide Identity Management programs in the nation. This was one of the largest and most important IT initiatives in the company and was sponsored by the CIO. I worked with John from the proposal phase through the negotiation of the statement of work and through the actual functional and technical design phases. John applied unparalleled knowledge of project management to the endeavor, resulting in many benefits. He was always efficient, fair, and responsive. He got ahead of several problems before they became full blown issues and kept the large and extended team focused and moving along towards meeting the milestone dates as planned. When T-Mobile decided to implement an Identity and Access Management platform, OPM Experts’ founder John Schlichter partnered with Deloitte to implement T-Mobile’s strategy through a program of multiple project teams that included over one hundred personnel. Identity Management, also known as Identity and Access Management (IAM) is a computer security discipline that "enables the right individuals to access the right resources at the right times and for the right reasons.” It addresses the need to ensure appropriate access to resources across increasingly heterogeneous technology environments and to meet increasingly rigorous compliance requirements.


We translated T-Mobile’s corporate and business strategies into an IAM program strategy. We facilitated articulation of a Master Service Agreement (MSA) between T-Mobile and Deloitte, and then created a governance structure composed of executives from both companies. We led them through development of comprehensive program plans based on iterative life cycle principles that enabled learning and reduced risks. We brokered approval to baseline the plans and then managed those plans successfully for one year before handing the program off.

I was on the steering committee for T-Mobile’s IAM Program. John Schlichter’s knowledge of program management and business etiquette was nothing short of outstanding. John’s ability to manage the critical path was phenomenal. At times the program seemed destined to stall, but John ensured that people were committed to moving it forward. John demonstrated exceptional skills in project management at an enterprise level in some extremely technical areas. He was able to coordinate both C level executives and software engineers, bringing high risk technical projects to a successful landing in production.
